To be informed on the updates of the National Convergence Initiative for Sustainable Rural Development (NCI – SRD) and be informed on the proposed launching of Natividad Convergence Area Development Plan (CADP) in Pangasinan, the members of the Regional Convergence Initiative for Sustainable Rural Development (RCI – SRD) attended the 2nd Quarter meeting for CY 2019.

The meeting was presided by Ms. Erlinda F. Manipon – OIC Regional Technical Director for Operations on October 23, 2019 at the Department of Agriculture Regional Field Office 1’s 5th floor Conference Hall.

During the meeting, Ms. Jin Pulmano – Project Evaluation Officer II discussed the proposed physical and financial targets for FY 2020 based on the established strategic thrusts and directions indicated in the NCI – SRD roadmap.

She said that there are eleven (11) proposed activities for year 2020. These are: to activate RCI, PCI and MCI Technical Working Groups (TWG); to conduct policy orientation yearly; to conduct at least one (1) RCI TWG capacity building activity per year; to develop at least one CADP; to launch at least one approved convergence area; to implement at least one approved CADP; monitor and evaluate convergence area established; endorse one RCI resolution; approve RCI TWG annual operation plan; and develop at least one IEC material and to recommend AEC to the AECABD. These proposed activities has a total proposed budget of Php950,000.00.

Engr. John Christian M. Sioco of the Local Government Unit of Natividad presented the plan of the Municipality of Natividad Pangasinan CADP Plan which aims to improve the efficiency of the Caraballo Mountain within the convergence area as a watershed through effective forest protection and restoration.

According to Engr. Socio, in order to implement this objective, a 24 forest guards should be hired to act as firefighters in the Caraballo mountain, construct a network of six (6) water systems in open lands in the area, restore the vegetative cover of 6,000 hectares of open access areas through contract reforestation and establish 1,800 hetares of high value tree crop plantation during the 5-year period of the program.

“We also need to establish one nursery each in the six barangays participating in the establishment of high value tree crop plantations and adapt alternative method in Solid Waste Management required by existing law. And of course to teach the youth the value of taking care of environmental biodiversity through various school activities,” Engr. Sioco said referring to the first objective of their CADP plan.

“This is also to help uplift the socio-economic well-being of the people within the convergence area particularly those living near the Caraballo Mountain. In this, we have to support the production of organic fertilizers as additional source of income among 30% of the households in the six barangays located near the Caraballo mountain” Engr. Sioco said.

He also said during his presentation that RCI members need to support the Mushroom Growers’ Association of Natividad as a center in the production of spawns and processing of mushrooms produced in the municipality and also the Cassava Growers’ and Processors being the main supplier for the One-Town-One-Product program.

As part of the Department of Agriculture Regional Field Office 1 (DA – RFO1), the agency committed the provision of one unit 4WD Tractor with Levee Maker, provision of 20,000 Robusta coffee seedlings as initial planting materials planted at a 10 hectare area of the project thru the High Value Crops Development Program (HVCDP), provision of Php 1.6 Million Multiplier Farm Project, Establishment of the Php6 Million worth of Rice Processing Center (RPC) 1 and the provision of cassava tools and equipment.

The total worth of these projects that will be given by the DA – RFO1 to the Municipality of Natividad is Php9,900,00.00.

For the Department of Environment and Natural Resources (DENR), they provisioned a total of Php3 Million for the establishment of nurseries, seedling production and for plantation establishment, maintenance and protection.

While the Department of Interior and Local Government (DILG) committed Php33,000,000.00 for the Rehabilitation/Improvement of Local Access Road in Brgy. Batchelor East, Salud, San Maximo, Burgos, San Macario Norte, Calapugan, Barangobong and Cacandungan.

The Department of Social Welfare and Development (DSWD) and Department of Labor and Employment (DOLE) provided Php800,00.00 for the provision of livelihood financial assistance consisting of cow, goat and pig dispersal benefiting 4-Ps in the municipality.

For the conduct of trainings on seedling production, nursery maintenance, mushroom production and processing and plantation establishment and maintenance and the establishment of native pig dispersal and watershed development, the Agriculture Training Institute (ATI) and State Universities and Colleges (SUCs) provided Php750,000.00.

The proposed date for the launching of this CADP in Natividad will be on December 12, 2019.
